Advises Fish that he will receive money from the Treasurer of the U. S. that he is to transfer to George Fleming at West Point for the pay of the Detachment of the 1st Regiment stationed at West Point for the service of the Ordnance Department
Acknowledges receipt of receipt rolls and the muster and pay rolls for the detachment of the 1st Regiment for the service of the Ordnance Department stationed at West Point. Money for the pay roll will be forwarded by Nicholas Fish, federal supervisor in New York.
Certification that $58.20 is due Samuel Elder for his expenses and medical attendance of John Stack, a soldier on his way from Detroit to Philadelphia with Captain John Heth and a party of western Indians who suffered from a fire at the house they stopped at on November 3, 1796.
Certification that $42.13 is due a detachment of the 1st Regiment stationed at West Point for the service of the Ordnance Department, being their pay for December 1796.
McHenry laments that he misplaced Sever's letter. Refers to Sever's disappointment with the work of the frigate construction suspended. Sever was to command the frigate. Suspension of construction was not foreseen. Cannot confer Captain's commission but will do so should he be granted the authority. Pay and subsistence to be forwarded.

Based on reports of Indian hostilities from the frontier, it is resolved that the President should have the power to call up the militia to defend the citizens of the nation. Payment of General Sevier and his troops for defense of the territory south of the Ohio river approved.

Request for provisions and compensation by widow of Scolacuttaw, or Hanging Maw. Widow claimed John Beard and other armed men attacked her home and killed her husband. Committee of Claims expressed difficulty in advising the House of Representatives action due to mutual hostilities between Cherokees and settlers of Tennessee. Policy for future compensation of both Indians and settlers discussed.
Notification to Stevens that he will receive funds that he is to pay to Alexis DeLeyritz, Assistant Engineer for the fortifications near Baltimore, for his compensation six months. Cited in Kilty to Simmons, 03/11/1797.
