Pope assures Gayoso de Lemos, the Spanish Governor of Louisiana, that British forces from Canada will not be allowed to proceed through United States territory. Pope also warns him that a Spanish presence in U.S. territory will also not be tolerated.
Gayoso's desire to send troops to fortify Nogalls and to remain at post in Natchez to fight British violates treaties signed by U.S. and Spain and between U.S. and Britain.
