Captain Guion is instructed to pay strict attention to the treaty with the Spanish government which permits the demolition of the works at Natchez and to preserve the pacific attentions of the Indians toward the Spanish inhabitants of that place.
Directs Capt. Guion to see that the terms of the treaty with Spain concerning the border region between the U.S. and Spanish Florida are enforced. Specifically mentions: keeping Indians under U.S. jurisdiction from attacking Spaniards; keeping U.S. posts in a condition to resist attack ("as though at war"); various articles of management of the posts; gaining the goodwill of the inhabitants, Spanish and Indian; and drawing funds to pay reenlisting troops or muster new ones.

Simmons advises Major Tousard of the results of the Secretary of War's review of his account for traveling expenses. Mentions credits for payments made to Adam Car and John Seamers for pursuing deserters.
The reason why Pvts. John Sullivan, Hutchinson, and Kershey were mustered without remark was that they had been charged with desertion and sent to Fort Mifflin for trial. When they returned to Fort McHenry, one said he was to be discharged and the other two claimed that they had been pardoned. Even if these claims are true, they should not have been on the payroll since they did not return until the end of the month.
Stevens has paid Capt. Michael Kalteisen $695.07, being his pay and that of the detachment under his command, including the forage of Surgeon's Mate Frederick Dalcho, for the period up to 30 April 1797.
