Josiah Fox conveys Secretary of War James McHenry request as to whether any ships guns, 26 nine pounders and 12 six pounders, can be purchased for the Algerine frigate, and their price.
Advises Kilty that he will receive money from the Treasurer of the U. S. that he is to transfer to Captain Staats Morris for his pay and the pay of Lieutenant Samuel L. Dyson and the detachment at Fort Whetstonepoint.
Certification that $500 is due George Claghorn [Claghorne], Constructor of the Frigate building, ( the USS Constitution) at Boston, being his compensation for April through June 1797.
Certification that $195 is due Captain Staats Morris, Lieutenant Samuel T. Dyson, and the Detachment of Artillerists and Engineers stationed at Fort Whetstone Point, Baltimore, Maryland, being his and their pay for June 1797.
Acknowledges receipt of receipt roll and muster and pay rolls for Morris' detachment. The receipt roll will be credited on the books of the War Department accountants office and money for the pay will be forwarded by John Kilty, federal supervisor at Baltimore. Algiers Frigate named the "Crescent." Asks that the name be inserted in her papers and other documents. Congratulates Captain Thompson and naval constructor James Hackett for the safe launching of the vessel into her proper elements. The frigate Crescent of 36 guns launched at Portsmouth New Hampshire US Navy yard on 29 June 1797 at 4pm. Provides draught of water fore and aft.
Frigate intended for the Dey of Algiers to be named the Cresent. McHenry requested Thompson insert the name into the appropriate papers. Congratulates Thompson and Hackett for successful launch.
Notification that his account for commissions on receiving and paying monies for the War Department has been approved and that he will receive the money from the Treasurer of the U. S.
Advises Jackson that he will receive money from the Treasurer of the U. S. that he is to transfer to Caleb Gibbs, clerk of the Navy Yard at Boston for his salary.
Advises Chester that he will receive money from the Treasurer of the U. S. that he is to transfer to Captain Edward Miller at Middletown for his pay and the pay of the recruits under Miller's command.

Certification that $2768.86 is due Samuel Hodgdon, Superintendent of Military Stores, being the amount of sundry disbursements made by him in the Military Store Department for April through June 1797.
