Certification that $438.88 is due Ensign John Richmond of the 2nd Regiment, being for his pay, subsistence, and forage as Ensign and Adjutant for October 1797 through May 1798.
Certification $341.03 is due a detachment of recruits under the command of Captain Griffith McRee at Wilmington North Carolina, being their pay for December 1797 through March 1798.
Hamilton takes issue with the uncharacteristically indiscreet passage contained in a recent letter from President Adams to the New Jersey Commander in Chief. He argues that if high government officials breathe an irregular or violent spirit, it will do harm not only to the government but to the officials themselves.
Request to Samuel Hodgdon to let a Mr Hollenbach go forth without signing the deed. Hollenbach says he can put settlers on the lands. There is a concern about getting the right kind of settlers on the land. A small payment would fix them to the soil and infuse a better kind of settler. Great care should be taken in selection of character lest there be enemies in the fortress.

Silas Dinsmoor, Temporary Agent to Cherokee Nation acknowledges receipt of $75.00 as salary from William Simmons through James Byers. Byers is authorized to deduct for Dinsmoor necessary articles as long as they can be charged. Dinsmoor asks McHenry the manner whereby he can effect this.
Since the current returns from the Boston Navy Yard are similar to those of the previous month, Gibbs announces that it might be more agreeable to see the deliveries augmented in which case it would indicate the near completion of the "Constitution" and her stores.
