Simmons is attempting to establish accounting practices for the Marine Committee of Baltimore. But before Simmons can proscribe a process, he asks to be informed of the nature of the expenditures the Committee anticipates.
The keys of the medicine chests have always been delivered to the Quartermaster General with the chests and he then forwards the keys by post.
