President Adams (via Hamilton, in turn via Ellery) stipulates rules of rank and promotion in the U.S. Army. Establishes relative rank as it stood at the end of "the war," for those who served until its end and those who did not. Prescribes the line of promotion, including statement that the officer next in rank below a vacancy should be considered first for filling it, though this is subject to exception. -
