Copy of document from Alexander Hamilton to General Wilkinson. Hamilton says that until the office of Clothier General shall be appointed, his duties will be performed by the Deputy Paymaster General. In this capacity, all articles and returns of clothing will come from him. All returns of clothing will be addressed to him. Captain Samuel Vance, 3d Infantry Regiment, acknowledges receipt 16 December 1799 by signature of Colonel Hamtranck, at which time he began to act as clothier general.
Even though he is not directly involved in military matters, Dayton emphasizes that the practice of drawing money and rations on account without regular rolls and returns is pernicious and ought not be continued after the current collections are complete. He wants Hamiton to know that he is anxious to serve under him.
North affirms Hamilton's assertion that a soldier should have no other wife than the service nor should he have children nor landed property. But, since he does have a wife and children, he will bring them with him to New York since to abandon them would not befit a soldier.
Hamilton espouses to McHenry the general principle that permanent fortifications, and the expenses attached, should not be undertaken without the sanction of the Executive. He stesses that he has never violated this principle but exigencies in the field, such as those faced by General Wilkinson, might require that it be temporarily ignored.
