The Reverend Mr.Hill
Pinckney extols the virtues of the Reverend Mr. Hill whose oration commemorating the military and civic virtues of the late Commander in Chief is a specimen of his talents. Inquired if Capt. Izard accepted his appointment under Mr. Smith for foreign diplomacy. -
Major Buell's Charge for Double Rations
Hamilton states that Major Buell's charge for double rations is irregular since his post is part of the fortifications of Detroit and cannot be called a distinct post. This case is different from that of officers whose districts contain a number of independent fortresses. Col. Strong appears to be the one entitled to double rations. The excess that Maj. Buell has received should be charged against his future pay. -

Hamilton has heard that Maj. Rivardi or the people under his command have killed three horses belonging to the Tuskorara nation. If this is true, the Indians must be immediately compensated for their loss. -

Question Regarding Double Pay
Simmons cited the Act of 3rd March 1799 meant to better organize the troops with an allowance for a Captain as secretary appointed by the Inspector General Hamilton. Hamilton appointed Thomas Howe and Simmons requested advice on how to pay Howe who held two titles.
