  Power of Attorney for James Byers Jr.

  Byers of Springfield in the County of Hampshire in the State of Massachusetts appoints Samuel Hodgdon of Philadelphia in the State of Pennsylvania his true and lawful attorney to act in his behalf respecting such sums of money due him according to a contract with the Secretary of War James McHenry for providing wood and rations to the armorers at Springfield.

  Recommendation to Establish National Foundry

  The Secretary at War writes President Adams concerning an act passed by Congress in 1798 titled, "An act to enable the President of the United States to procure common arms and ammunition." Pursuant to this act, McHenry recommends the purchase of a site to establish a national foundry for cannon.

  Questions Respecting Captain Frye's Clothing, Etc.

  Reqarding the questions about Captain Frye's clothing, Freeman declares that when Frye's company arrived at Fort Johnson he had a large quantity of clothing which Freeman assumed belonged to the company. Therefore, Freeman never touched the clothing. He admits that he should have supplied Captain Kalteisen's company from his stock and would have if he had been apprised of the circumstances. Enclosed is a letter from Captain Frye explaining the reasons for his surplus.

  Freeman has received the General Orders relative to the clothing. He hopes that Hodgdon's children have passed through the smallpox safely. Freeman's child is not yet born. Freeman and his family are in good health.

  Debtors Prison

  Former clerk of the War Department, Samuel Lewis, writes from debtor prison to James McHenry. Lewis sadly reflects on his current state, asserts that he will likely die in prison, and mourns the fact that he will leave his "tender wife" and "helpless children" behind. Expresses his hope that Congress might release him from confinement if he repays in installments. Requests from McHenry payment for his earnings.
