Refund Required of Officers
Major General Hamilton believes that the call upon officers to refund, as required by Col. Timothy Taylor, is a violent measure to which they will find it impractical to comply. The pecuniary embarassment occasioned by this action is injurious to the service and must be resolved by the Paymaster General. -

Believed employing the troops to erect fortifications would be a good idea as RI is a desirable location to establish a defensible post against foreign powers. -
