Informing Talbot of the Cancellation of his Frigate

McHenry informs Talbot that Congress has decided to limit the number of frigates to be built to three, and not made any provision to continue the pay and subsistence of the captains of the cancelled frigates.

Submits Clothing Needs

Col. Tousard requested that McClellan write to say that West Point is in great need of summer clothing. Lists items needed by men before they leave the garrison. Col. Rochefontaine requested an estimate of necessary clothing for six months.

Reports Examination of Powder

Reports examination of musket cartridges, many of which are damaged. Powder is often too wet. Compares musket powder with cannon powder. Suggests putting all powder away in barrels. Requests direction as soon as possible.

Major Craig discusses pay and disbursements with William Simmons. Craig also requests more pay and muster rolls.

Necessary orders for the evacuation of British posts have been transmitted.

Box of Books from London

Olney informs McHenry that on the Sloop "Venus," he will receive the box of books shipped from London on the "Lydia." Captain Allen of the "Lydia" charges no freight so McHenry will only have to pay the freight from Providence to Philadelphia.

Simmons answers several of Smith questions regarding his account with the War Department and other matters.

Notifies Houdin of a debt owed to the War Department.

Notifies Dayton that he will receive money from Nicholas Fish to cover the pay of the soldiers under his command.

Requests that Lieutenant John McCleary send in his accounts and vouchers from the 2nd Sub Legion to facilitate the payment of a discharged sergeant's claim for arrears of pay.

Simmons certifies that $35.30 is due Lieutenant William Morris of the Corps of Artillerists and Engineers for his pay and subsistence for May 1796.

Pay of Sergeant John Chew Buckney

Simmons certifies that $34.77 is due Sergeant John Chew Buckney, enlisted by Lieutenant Stephen Trigg, for his pay from March 2 to July 31, 1795, payable to Francis Preston, esquire.

Pay of Lieutenant Horatio R. Dayton & His Men

Simmons certifies that $112 is due Lieutenant Horatio R. Dayton, and the men under his command at Governor's Island, New York being his and their pay for May 1796.
