Frigate at Boston may be completed during summer. Therefore Pickering requests directions on procurement of hemp for cordage and rigging of frigate. Pickering notes that if there is difficulty with procurement, he has been informed a quantity may be had in Boston.
Received orders to procure a supply of corn at lower ports of Lake Erie, to be transported to the rapids of the Miamis of the Lake. Requests Henry follow these orders with locations and travel route outlined.
Treaty between the United States and the Creek Nation, establishing clear boundaries. The Creeks agree to release all prisoners and annex a portion of their land to the U.S. government. The United States, in return for the Creeks allowing the government to establish trading and military posts on their lands, will allot goods to the value of $6,000 and two blacksmiths to be employed for the Creek people.
Simmons certifies that $361.32 is due Henry and William Jolly, James Ryan, Thomas Miller and William Boggs for their services in pursuit of David Bradford by order of Henry Lee, Commander of the Army sent to quell the insurgents west of the Allegheny Mountains.
McHenry added Pfeifer to list of provisional appointments, requested that Wayne assign him to Detroit without interfering with military rights, McHenry much obliged.

Murray expresses outrage that the French are capturing American ships and citizens trading with Great Britain, along with the "Jacobin faction" in the United States who he alleges support this action.
