Congress, having limited the number of frigates to three. Therefore pay and subsistence is suspended for Captain James Sever at Portsmouth New Hampshire and Captain Silas Talbot at New York. If future opportunities arise, President of United States General George Washington will cheerfully reinstate both Captains.
McHenry informs Talbot that Congress has decided to limit the number of frigates to be built to three, and not made any provision to continue the pay and subsistence of the captains of the cancelled frigates.

Olney informs McHenry that on the Sloop "Venus," he will receive the box of books shipped from London on the "Lydia." Captain Allen of the "Lydia" charges no freight so McHenry will only have to pay the freight from Providence to Philadelphia.
Requests that Lieutenant John McCleary send in his accounts and vouchers from the 2nd Sub Legion to facilitate the payment of a discharged sergeant's claim for arrears of pay.
Simmons certifies that $34.77 is due Sergeant John Chew Buckney, enlisted by Lieutenant Stephen Trigg, for his pay from March 2 to July 31, 1795, payable to Francis Preston, esquire.
Simmons certifies that $112 is due Lieutenant Horatio R. Dayton, and the men under his command at Governor's Island, New York being his and their pay for May 1796.
