Simmons certifies that $407.57 is due the recruits under the command of Captain William Rickard at Tarborough [Tarboro] North Carolina, being their pay through August 1796.
Discusses letter from Josiah Fox and proposal by Elisha and James Hill to provide iron and iron works for frigate construction at Portsmouth New Hampshire. If no better terms can be found, asks for completion of contract.

Among other concerns, Chapin mentions a quantity of powder and lead that is to be forwarded to his post. So far he has received some powder and flints but no lead. He hopes that they will not fail to arrive since they are articles needed by the Indians to go and pursue game. He is reassured that the Americans and English appear to be harmony at his quarter.
