Captain Thompson appointed as superintendent of frigate construction at Portsmouth New Hampshire. James Hackett, naval constructor, will take charge of materials and public property. Therefore, clerk of ship yard no longer necessary and Quincy is dismissed. He will make a final return of all materials in his possession.
Captain Thompson is to correspond with Tench Francis, purveyor of supplies, on matters of purchasing materials for frigate. Francis will also be able to furnish money as required. Ensure that no defects are found. Ensure that contracts strictly adhered to. Report on progress monthly.
Report on the progress of frigate construction at Philadelphia. McHenry discusses the strategic importance of live oak for ship building; these resources may be of interest to other maritime nations; suggests that purchase of these lands, presumably in Georgia, might be considered.

Encloses a set of cost estimates for the Quartermaster Department for January and February 1797 [included]. Explains certain accounting which he has done in recent months.
