Reports that the contractor has supplied the upper posts.
The House of Representatives resolves to have the Secretary of the Treasury lay before them abstracts of accounts involving expenditures of public monies by the military establishment from January 1, 1791 to January 1, 1797 including expenditures for the building of frigates.

Wilkins received extract from letter by McDougal stating that Harregan, Deputy Quartermaster for Fort Washington, was lost up the Glaize River. Wilkins requested a definite date of the appointment of successor to Quartermaster's Department so he may close his administration.
Truxton, while discussing the frigate building at Baltimore, makes a strong case for instituting a navy, with trained officers and seamen, to protect American shipping from interdiction by foreign vessels.
Advises Fish that he will receive money from the Treasurer of the U. S. that he is to transfer to Captain Frederick Frye at Governor's Island for his pay and the pay of Lieutenant William Wilson, Surgeon's Mate Samuel Osborne, and the detachment under Frye's command.
