Naval Agent John Blagge informed that naval constructor Forman Cheeseman has acquired 6 year contract for new navy yard at Corlear's Hook, New York harbor. Cheeseman has begun moving plank and other materials to that place. Recommend that remainder of materials be moved as well, in order to deliver up the former yard.
Schuyler laments the military vulnerability of the city of New York and expresses alarm at the possible election of Aaron Burr to the state assembly and the speeches of the recently inaugurated president, John Adams.
Hamilton advised McHenry on sending an envoy to France to discuss terms of peace and land holding in North America. Hamilton feared that once Britain and Austria were eliminated from North America, France would try to gain control of North America. Advised providing naval force to convoys, and to form a provisional army.

Articles of agreement between Oliver Wolcott, Jr., Secretary of the Treasury, and James O'Hara of the State of Pennsylvania. O'Hara agrees to deposit six month's supplies at certain designated posts and three month's supplies at other designated posts.
Documentation of receipt of various vouchers and returns. Hopes to transmit vouchers from Pittsburgh by next post. Requests new carriages for cannons at Le Boeuf.
Mentions that he has been ordered to appoint a quartermaster officer to Philadelphia, and promises to send a letter authorizing Hodgdon to do so. Also promises to send the latest Quartermaster Department estimates along soon, with various estimates for different posts to come on a defined schedules.
Wilkins directed by Sec. of War to appoint an agent for the Quartermaster's Department in Philadelphia, Wilkins notified Hodgdon he would receive a letter of Attorney authorizing Hodgdon to act as agent for Wilkins.
Enclosed is the Receipt Roll for February 1797 amounting to $130.13. The two deserters did not sign the roll. Also forwarded is a muster and pay roll for March 1797, the pay amounting to $66.13.

Advises Jackson that he will receive money from the Treasurer of the U. S. that he is to pay to Captain Samuel Nicholson of the Navy of the United States for his pay and subsistence.
Notifies Craig that Lieutenant John Lovell is on his way to the Army in charge of 5,000 dollars for five months pay of the troops on the upper posts of the Ohio River.
