The frigate Crescent of 36 guns launched at Portsmouth New Hampshire US Navy yard on 29 June 1797 at 4pm. Provides draught of water fore and aft.
Frigate intended for the Dey of Algiers to be named the Cresent. McHenry requested Thompson insert the name into the appropriate papers. Congratulates Thompson and Hackett for successful launch.

Advises Fish that he will receive money from the Treasurer of the U. S. that he is to transfer to Captain Frederick Frye at Governors Island for the pay of Frye, Surgeon's Mate Samuel Osborne, and Frye's detachment. He is to pay an additional sum to Frederick Sprig, military storekeeper.
Certification that $2768.86 is due Samuel Hodgdon, Superintendent of Military Stores, being the amount of sundry disbursements made by him in the Military Store Department for April through June 1797.
Certification that $292 is due Captain Donald Grant Mitchell, Lieutenant Henry Muhlenberg, and the men under Captain Mitchell's command at Mud Island Fort, being his and their pay for June 1797.
Certification that $28.57 is due John Chester, Supervisor of Connecticut, being the amount of his account on receiving and paying monies from the War Department from January 26, 1796 to June 30, 1797.
Certification that $372.83 is due Captain Frederick Frye and a detachment of the Corps of Artillerists and Engineers stationed at Governors Island, New York being his pay and subsistence and the pay, subsistence, and forage of Surgeon's Mate Samuel Osborne, and the pay of the non-commissioned officers and privates, for June 1797.
Certification that $68.73 is due Captain Edward Miller, being the pay of himself and the recruits under his command stationed at Middleton Connecticut, for June 1797.

Gibbs had thought that returns were due on a quarterly basis so he waited to submit them. Now that he realizes that monthly returns are expected, he will respond accordingly. Enclosed is the return of the Navy Yard for the month of June along with the appropriate receipts.
