Truxton informed that Captain Staats Morris will deliver twelve 12 pounder cannon for the frigate Constellation. Truxton is to select out from among the guns.
Harris is directed to deliver to Mr. Scott, Clerk of the Navy Yard, the following articles intended for the frigate "United States": 9 and 18 thread ratline, 4 &1/2 inch rope, 3 yarn spun yarn, tallow, leather, red and white [bunting], canvass, twine.
Enclosed is an order for the flannel to be used in proving Wheelin and Miller's powder. The cartridges should be made and if any expense attends, pay the same and charge it to the public account.
Major Craig is directed to send to Fort Washington the one ton of powder recently forwarded from Philadelphia to Pittsburgh. Two tons of powder, a portion of which is for cannon, should be sent to Pittsburgh subject to the orders of the commanding general.
