Josiah Fox reports via letter from Captain Thomas Thompson that the Algerine frigate, the Crescent, is complete and is agreeable to James Hackett contract.
Fox provides extract of a letter from Captain Thomas Thompson from Portsmouth New Hampshire to the Secretary of War attesting to Hackett's work.
Regarding expedited payment of outstanding account of $10.20 due to the Treasurer of the United States. Settlement of account necessary to prevent inclusion of Hale's name on list of those charged with monies owed to government. List requested in January of 1798 as a result of Resolve of the House of Representatives.
Simmons received sundry receipts for bounties paid regarding recruits. Muster rolls examined, name of James Lowry did not appear. Lowry must inform office of new company or detachment assigned by Col. Butler.

Circular letter from the Secretary at War - states that in many instances, upon examination, certain recruits have been shown to be entirely disqualified from service by age or infirmities.
James Lowry claims that the last muster roll on which he was included was with a detachment at Pittsburgh for June 1796 by Col. Burton who now has a command at Fort Washington. That roll should be examined to verify Lowry's claim.
Gives possible reasons why a pay roll sent to Simmons did not arrive in Simmons' office. Sends duplicate pay roll. Cited in Simmons to Kalteisen, 08/30/1797.
Response to request to raise a militia. Has issued orders for detachment and to hold in readiness such militia. Has assigned such matters to the Adjutant General, with the request to communicate with the War Department.
