Reports considerable sum of money in possession of troops at garrison and the need to supply the factory with groceries. Responds with an order of money for supplies.
Requests agent at Savannah and Augusta. Recommends Mr. M. Wallace, but wants to discuss compensation. Discusses supplies at factory and garrison. Will apply to the contractor.

Simmons remarked on letter from Coffin to Samuel Lewis, clerk, on July 23rd which contained duplicate receipts for the amount of $154.70. Difference in amount mentioned and Coffin's account was explained in enclosed copy of account. Account settled.
Simmons response to July 15th letter from Fleming. Fleming paid Thomas Hughes BlackSmith with inappropriate monies. Simmons requested BlackSmith's receipt; settlement of Fleming's account received after submission of voucher for payment.
In agreement with a previous letter sent to Nehemiah Freeman on July 9th, Simmons enclosed instructions for issuing advances in payment to those pursuing deserters. Account of Finley and Cornwall for pursuing deserters was deemed extravagant and submitted to Col. Rochefontaine for remarks.

Simmons requests clarification for the amount warrant to Samuel Lewis of $50.00 on July 1, 1795 for boarding H. Abeel, an Indian youth. The charge stands on the books, and Simmons asks whether to transfer the amount to the contingencies of the Indian Department

Notifies Adams that he has written to Gen. Wilkinson concerning "the mission of Mr. Powers," and encloses a partial copy [not included]. Mentions that because fever has become "more general" in the city, he intends to move with his family to Downing Town for a while.
Hasen acknowledges that he has voluntarily enlisted to serve one year in the Marine Service, unless sooner discharged, according to the Act passed July 1st 1797 which provides a Naval Armament. The rules and articles of the Navy against mutiny and desertion have been read to him and he will be paid six dollars per month.
Enclosed is an estimate of expenditures for the Quartermaster's department that Hodgdon should examine for accuracy. Currently, Matthew Ernest is acting as Quartermaster General and has authority to draw money for expenditures as needed. General Wilkinson has ordered a schooner to be built at Detroit, pending the approval of the Secretary of War.
