Simmons added that the abstract from the Warrant Book dating July 25th through present (September 1) omitted a note from Captain Donald Mitchell of Artillerists and Engineers regarding subsistence and an advance of $160.00.

Removal of Office to the Falls of the Schuylkill River prevented Simmons from answering letters from the 12th, 26th, 28th, 30th, and 31st of July which contained account vouchers for Swan. Simmons received letter from Henley on July 31 covering the account of Ensign Wiliam P. Smith in the amount of $60.00. It is inadmissible to the Office and therefore returned to Henley. Herewith Henley will receive an abstract of the Warrant from August 11th to 19th.
James McHenry forwards to Capt. Isaac Guion a letter to General Wilkinson, detailing the efforts made to conciliate Spanish officers in the U.S.-Spanish Florida border region and enforce the recent treaty. Expresses hope that peace will soon break out in Europe.
Urges McHenry to carefully consider those who have applied for commissions in the army, that the force's respectability be maintained. Mentions a Levi Lane, a "worthless" private in a company of Artillery, who he alleges has repeatedly fallen from a position as a non-commissioned officer due to "disgrace."
Notifies McHenry of two major abstracts of expenditures being forwarded to the Comptroller of the Treasury, totaling some thousands of dollars. Asks that the clothing destined for the [garrison] posts be ordered as quickly as possible, and shipped by water once ordered.
Simmons enclosed payment for Vischer and other officers in letter as response to requests made on July 15th and August 24th. Payment of officers stationed at Niagara totaled $424.36. Officers paid: Captain James Bruff, Lieut. Nanning Vischer, Lieut. John McClallen, Surgeon's mate John G. Coffin minus $12.10 for rations requested by Coffin on June 19th.
