James McHenry chastises Capt. Isaac Guion for not executing his orders in the Natchez-Chickasaw Bluffs region more effectively. Notes he will be more explicit in future instructions, to avoid confusion; stresses that he does not wish to dishonor Guion as a soldier -- compliments Guion as resisting some scheme of the Commandant of New Madrid. Lists stipulations that the Baron de Carondelet, the Spanish governor, demands for the enforcement of the treaty. Comments on overall diplomatic situation between Spain, Britain and the U.S.; reiterates need to occupy Chickasaw Bluffs so Spanish cannot.
James McHenry informs Isaac Guion that Benjamin Hawkins' principal resident agent for the southwestern Indians has established runners for the Chickasaw and Choctaw nations.
Report on affairs on the frontier in the region of Fort Williamson, including a report of the surveying of the line of the U. S. Spanish border and the evacuation of Spanish forts and some current events among the Creeks. Hawkins is in want of money. Mentions United States government stipends to be given the Chiefs. Hawkins notes the he is satisfied with the work of Rogers. Some men in Hancock County wounded an Indian Chief on Indian land up the Little River. Mentions experiment of hiring a farmer to conduct introduction to the plough, farming. There has been successful raising of corn, although the season has been too dry.
Warrant made out in favor of Hodgdon as agent to Thomas Holt for $1,420.00 Warrant for arms at New London agreeable to estimates sent by Holt for July and August.
Pay and muster rolls received for June, July, and August. Total amount: $225.90. Money credited to Miller's account. Simmons also received receipts for bounty paid recruits. Simmons noted that the pay of a Sergeant,Corporal, etc. must be regulated by the number of days in the month.
Finley and Cornwall's account considered by Simmons. Col. Rochefontaine noted Freeman regarding issue, Simmons declared it by no means facilitated settlement. After considering every point of view, Simmons deducted $9.40 from account, remaining balance: $29.60. Simmons requests Freeman pay the parties with the unappropriated monies in his hands after acquisition of appropriate receipts. Account materials were reinclosed by Simmons to Freeman.
Reprimands Parmele for sending a parcel of copies of receipts for bounty paid recruits without enclosing a list specifying paid amount and items. Further advice given regarding receipt collection.
Lewis informs Hodgdon that a warrant for Mr. Holt's estimates for July and August 1797 is made out--though not for the full amount--in favor of Mr. Hodgdon.

Notification of forwarded expenditures for mounting cannons; unsure of how to submit information due to the different "channels" from which the money, supplies, and labor for the fortifications came from. Requested guidance from Simmons on the subject.
Dayton will receive $161.02 for the balance of his accounts. One account for pay, second for subsistence, and third for recruiting. The difference between Dayton's subsistence account and the amount passed to his credit was due to Dayton's improper calculation of rations at Oswego and Niagara.
Letter regarding receipts for bounty paid recruits enlisted by Marschalk. Receipts will be examined on settlement of recruiting account. Simmons also sent blank muster, pay, and receipt rolls with some "inlistments."
Graves requested account information in letter dated September 16th, Simmons responded that Graves stands charged with $43.55 received by Graves from Edward Carrington. Money was for payment of Sergeant Robert Hedges and men under his command during January and February. Simmons requests receipts for said men.
