Certification that $300 is due Captain Staats Morris, Lieutenant Samuel Dyson, and the non-commissioned officers and privates of the detachment stationed at Fort Whetstone, Maryland being his and their pay for October 1797.
Certification that $26 is due Captain Staats Morris of the Corps of Artillerists and Engineers, being the balance of his recruiting account and a [reward] paid by him for apprehending Cornelius Larny, a deserter from his company.
Certification that $64 is due John Steel, Coxswain, and the crew employed on the public barge at Mud Island Fort, being his and their pay for October 1797.
Certification that $56 is due Captain Edward Miller and the recruits under his command at the rendezvous at Middletown Connecticut, being his and their pay for October 1797.
Wilkins wants Hodgdon to attend to some land business with which he is concerned. Certificates No. 50 and No. 51, are in the names of Wilkins and Dudley Woodbridge, for which $1619.55 is due the United States and must be paid before December 1st. Woodbridge has sent the enclosed bill for $813.50 and Hodgdon is asked to pay the remainder of $805.49.
Informs Hodgdon of other circumstances surrounding Wilkins' land deals, which he details (including certificates supposedly taken out by others in Wilkins' name). Asks Hodgdon to see that the certificates are paid off to the Treasury, and to transfer Wilkins' debt within the War Department. Also notifies him of recent bills drawn and encloses a return of the doctor's stores at Pittsburgh.
Received of postmaster at Downing Town Pennsylvania $42.40 for riding express for Secretary of War. Signed by John Bathurs. James McHenry note below indicates paid also to John Downing, post master for sundry provisions. Hunt Downing acknowledges receipt of $42.40 from Samuel Hodgdon.
Truxton reaffirms his recommendation of Doctor Balfour for the position of Surgeon on the frigate "Constellation." He notes that he has received a letter from General Wilkinson who also speaks of Balfour as an officer of professional skill, honor, and strong sensibility.
Josiah Fox asks Samuel & Joseph Sterret, naval agents at Baltimore, for estimate of additional expenses for completion of frigate Constellation for Congress in anticipation of request during upcoming session. Secretary of War has not returned since arrival in Philadelphia. Thus, responsibility for obtaining estimate falls on Josiah Fox Navy Constructor.
