Certification that forty dollars is due Lt. Philip Rodrique of the Corps of Artillerists and Engineers, being the bounties paid, and the premiums allowed him, for enlisting three recruits in the service of the United States.
Certification that $875.57 is due a detachment of the Corps of Artillerists and Engineers and a detachment of Infantry, both stationed at Fort Niagara under the command of Maj. J. J. Ulrich Rivardi, being the pay, subsistence, and forage of the officers, and the pay of the non-commissioned officers and privates, for December 1797.
Hodgdon is asked to furnish Tench Francis with patterns for stools for grape shot for 12 and 24 pounders at his earliest convenience so they can be cast immediately.

Encloses list of absentees from Fort Massac and Fort Knox. Men of Captain Pasteur's company had no officer, thus were not paid. Refers to Robert Stanton of Captain [Zebulon] Pike's company as having been paid. Provides list of absentees of garrisons of Massac and Fort Knox.
Informs Ensign Boote that the Accountant's Office has received his letter enclosing receipts for bounties paid. Adds that he must transmit monthly pay rolls.
McHenry is unable to render judgement on the additional compensation of Col. William Heth without knowing in what respect the performance of his duties has been different from that of other agents and whether he has accomplished savings to the US greater than that of other agents.
McHenry discusses the proposed negotiations with the Cherokee Nation of Indians respecting the purchase of a tract of land from them and the return of certain citizens to the land from which they have been removed. The Commissioners appointed to hold the treaty have been notified of their appointments.
McHenry informed Jackson, Claiborne, and Anderson that the Commissioners appointed to hold treaty were notified of advice given by three authors in previous letter. Commissioners will seek approval of treaty by Cherokees and request land for settlers in Tennessee before spring is over so they can cultivate the land.
