Certification that $250.73 is due a detachment of recruits and a detachment of the Corps of Artillerists and Engineers, late under the command of Sergeant Philip Williams, and now under the command of Captain Griffith McRea stationed at Wilmington, North Carolina being their pay from the date they were last paid until February 28, 1798.
Certification that $10.83 is due Private James Bushby, late of the Corps of Artillerists and Engineers, being his pay from January 1 to March 22, 1798, the day his term of service expired.

Informs Colonel Butler that no passports from state governors shall divert him from resisting the invasion of Indian lands by those bodies. McHenry insists that if they actually hold a passport, it was likely obtained under false pretenses with intention to violate the laws of the United States, and therefore all passports should be disregarded.
