Simmons informs Frye that his muster and pay rolls have arrived and that payment will be delayed until appropriations are passed by Congress.
Sterret has not yet received the pay and forage due him for January and February. He is only staying in Carlisle until the next post, at which point he will leave for Pittsburgh.
Hodgdon assures Truxton that as many articles as are available will be forwarded to his ship and the rest will arrive as they come to hand. He adds that he hopes Truxton's ship will be the first at sea if the political horizon thickens.
Hodgdon informs Kalteisen that the schooner left unexpectedly before he could include the necessary papers relatrive to the shipment of clothing so they will arrive by post. Kalteisen should confirm receipt and ensure that he received all the articles listed in the invoice.
Certification that $116.67 is due John Nicholson, being his compensation for services inspecting and proving sundry public military stores from February 10 to March 31, 1798.
Certification that $225 is due Augustus DeGrasse, temporary engineer at Charleston South Carolina, being the amount of his compensation for January through March 1798.

Informs Ensign Boote that the Accountant's Office has received his letter enclosing receipts for bounties paid. Also says that he will send blank muster, pay, and receipt rolls.
This letter is the cover letter to the Secretary at War's 55 page submission to the Committee for Naval Armament. The committee is chaired by Edward Livingston.
James McHenry asks the commander of U.S. troops at Natchez (Guion, at this time) to inform inhabitants that a bill establishing government for the Mississippi Territory (of which they are a part) is before Congress. Addresses possibility that the Spanish garrisons at Walnut Hills and Natchez have not evacuated as ordered -- instructs Guion to inform them of the establishment of U.S. governance over the region, and that if they do not withdraw the U.S. will prevent any reinforcement with men or guns.
