George Fleming has been directed to purchase materials and employ workmen to rebuild the wall of the powder magazine in Old Fort Clinton at West Point. Fleming should be given whatever instructions are necessary for his government of the premises.

O'Hara recommends James Blain of Carlisle for a Majority [appointment as a Major] in one of the regiments to be raised in the present military establishment. Blain is a man of strict honor and unblemished character.
Reports that Washington will not be making any appointments for an aid any time soon, as he has determined to come to no conclusions until he has properly prepared to take the field as Lieutenant General and Commander-in-chief of the army. States that aids would be of little service to him at this time.
