  Hamilton chastises McHenry for the "insufficiency of the existing plan" of providing clothing and tents and implores him to make the corrections that will rescue the reputation of his department.

  Question of Payment for those Not Authorized by Law

  Vance is handing over vouchers for the payment of the volunteers on the Northampton Expedition. He notes that the muster contains a surgeon, quartermaster, lieutenant, and black men, and there is no law authorizing payment to those persons. He has submitted the question to the Secretary of War for his decision.
