  Adlum claims that dividing his force would cause it to appear small in the eyes of people he calls "the disaffected part of the Country." He accuses these "Democrats" of interfering with recruiting and encouraging deserters. He believes that many of them would even join the French if they invaded the United States.

  Dissatisfaction with Character of Officer Applicant

  Describes meeting an applicant for an officer's appointment, and seems dissatisfied with his character.

• Agents have no system for apportioning supplies...

  Apparently the agents of the War Department have no system for apportioning supplies. As a result, some regiments have a shortage of some articles while others have an abundance of the same articles. In some instances, orders to resolve shortages have been sent but in others that is not the case. Despite the pressures of business, McHenry should be aware of these problems.

• Supplementing the Abstract of Returns

  The enclosed abstract shows that the returns are not complete due to imperfections in the forms (which will soon be remedied). The additional sources of pertinent information available in the War Department should therefore be forwarded to the Superintendant of Military Stores so that he can transmit the required amounts of clothing and other supplies.

• Progress in Supplying Clothing to Recruits

  "The information respecting the causes which have interfered with the supply of clothing contained in your letter of the 10th instant received on Saturday is in train to be communicated by a circular letter. I am glad to find that so much progress has been made. If the Contractor delivers in two thirds of the daily quantity he promises and the articles are expeditiously forwarded, it will suffice. The recruiting service will consequently be permitted to proceed without interruption. An abstract of the returns of recruits is in preparation for you."

• Interference with an Adequate Supply of Clothing

  Circular to the Commandants of Regiments: "Agreeably to the intimation of the Secretary of War, I transmit you an extract of a letter from of the tenth instant by which you will perceive the causes which have hitherto interfered with a supply of clothing adequate to the demand. If the assurance of the Contractor can in any degree be relied upon, the supply in future will more than keep pace with it."

  Requests note of every species of store at Fort Mifflin in first return in order to present an accurate list to the Post and to know what was on hand when Gibson was put in charge of the store. Instructions for dismounted guns, with notes of caliber and carriage. Requests information about the true state of the post and its supplies as part of Hodgdon's duty.

  Report on Coats in Public Store

  Reports that public store holds coats for privates, sergeants, musicians, as well as uniforms, some of which are damaged.Thinks it best to have them ordered to posts for troops who will probably need clothing, such as Capt. Taylor's regiment in Georgia.

  Forwards a recommendation from General Hamilton for a man to fill a second lieutenant's post; McHenry mentions that since few volunteer to be subalterns because of the poor pay, applicants for such low offices should generally be accepted.

  Consideration of Creek Indians' Refusal to Allow Running of Line Between U.S. & Spanish Florida

  Quotes a recent letter from General Pinckney reporting that the Creek Indians are reneging on their promise in the Treaty of Coleraine to allow the running of the boundary line between the U.S. and Spanish Florida. Pinckney believes the commotion among the Indians to be the work of a French officer in the Spanish service. Discusses the possibility of altercations with the Creeks. Forwards additional correspondence from Pinckney, believing that his preparations are proper, but will probably not be necessary.
