According to the Secretary of War, before any clothing orders can be made, the contents of the hogsheads must be known. Requests that they be opened and an accurate inventory be sent to him as soon as possible.
Reports the impossibility of knowing what type of clothing and articles are in the hogsheads mentioned in the letter. Believes that they are for the artillery regiment. If any recruiters remain in New Hampshire, it may be well for Mr. Rogers to check the contents and deliver clothing to them. Receipts are to be forwarded immediately.
Refers to list of articles purchased by Joshua Orne, agent of fortifications at Marblehead. Will make the proper entries in his books to hold Orne accountable.
