Circular to the Commandants of Regiments; Hamilton insists that officers communicate with each other according to the chain of command and explains where returns should be transmitted: returns of ordnance and supplies to Ebenezer Stevens, agent of the War Department in New York; inspection and recruiting returns to General North, Adjutant General, and muster and payrolls to Caleb Swan, Paymaster General.

Continuing Operations during Yellow Fever Epidemic

R McCormick unsigned query to Samuel Hodgdon regarding his contract for arms. He asked what arrangements have been made during the Yellow Fever for proving of the barrels, inspecting arms, paying the accounts and whether he may be indulged with horsemen's tents to make an encampment for the workmen at the factory.

Communication from the Officer Commanding Fort Massac

"Brigadier General Wilkinson has the honor to transmit Major General Hamilton an original communication from the officer commanding Fort Masac near the mouth of the Ohio River which appears to him to merit some attention. He sends the original because the retention of it is important to the Brigadier and may be most properly deposited with the Major General. The debauch and consequent absence of the Brigadier's clerk since Saturday prevents his offering a short report to Major General Hamilton this morning which he regrets. No condition shall be omitted to accomplish the object in the course of tomorrow."

Complaint Regarding Obsorne's Court Martial

Obsorne complains of the delay and manner of his court martial. He complains about the behavior of Major Hoops, saying he prevented Osborne from mounting a proper defense. The proceedings of the Court have still not been submitted to the War Office, in violation of proper procedure. He requests from the War Department of copies of documents relating to his defense.
