  Lewis describes the process by which the land warrant for Joseph Johnston can be lawfully issued to him. He confirms that he and his family are healthy in Trenton but looks forward to the time when he can return to Philadelphia. He asks for information respecting his house.

• The President is much divested of his prejudices against me...

  States that "In general the fortifications of the New England States are in the most shabby condition," that they have been incorrectly constructed by unqualified personnel and that the mounted guns are altogether inadequate. Also states: "I may tell you, dear sir, that as long as an Inspector of Artillery is not appointed and charged alone with that department--a great deal of money will be spent to no advantage to the United States and rather to the disadvantage of the service in the moment of danger...The President I think is much divested of his ancient prejudices against me. I think a new application for that inspectorship as soon as the Senate is assembled would prove effectual..."

  Parker warns that his troops are becoming restless due to their lack of pay and therefore are easy prey for enemies of the government. He lists a number of articles that are not available to the troops including ammunition and coats.

• Democratic rage that we have had to encounter...

  "I have this day forwarded to the proper officer a return of my regiment up to the 1st day of this month--the number returned is only 133. I lament that our success has not been greater but you may be assured that no blame ought to be ascribed to the recruiting officers, they have been incessant in their labors. It is not easily to conceive the Democratic rage that we have had to encounter. But appearances are now more flattering; the approaching season will facilitiate the business..."
