  Bentley suggests that even though the recruiting instructions prohibit the recruiting of mullatoes, they should be allowed to be enlisted as officers' servants. They are better suited to menial service than are white natives. He wants to know whether officers commanding a recruiting station are entitled to double rations.

  Hamilton explains the rules of promotion as applied to specific situations. He worries that if the rules are not followed diligently, morale among subordinate officers may deteriorate. The practice of appointing new men to fill vacancies created by the refusal of officers appointed to them ought to be avoided.

It is hoped that the opinion will be given with freedom and frankness as it may be relied upon that it will be received in perfect confidence. It will be understood that it is altogether eventual and uncertain whether any appointment of either sort will be made from the regiment."

You have nominated different persons from time to time as Cadets severally: but [it is now wished that you should make a selection of two whom you prefer.] The Secretary of War observes in his letters that the Cadets are to expect promotion from merit only and not on the principle of succession. You will be pleased to [take care that this will be well understood by the parties.]"

Craig should then forward them to the commanding officer at Fort Wayne.Hodgdon should have them weighed and settle with the wagoner for the carriage.
