  Hamtramck explains that he has had no reports from Loftus's Heights because it appears that the troops on the Mississippi consider themselves independent of his command in the absense of General Wilkinson.

  John F. Hamtramck explains his reference in an earlier letter to the ignorance of some officers in the Old Regiments. By using the term "ignorance" he meant to convey the want of the necessary education for an officer to do the duties of his profession.

  Hamilton argues that the use of soldiers as servants to officers depletes the ranks. Perhaps it would be better to give officers an allowance so they could hire their own servants.

  Directions for funeral honors to be paid on the death of General Washington. All military stations, officers, and volunteers are to wear crape on the left arm for six months to signify mourning. Hamilton is to give the orders for carrying out the directions.

  Reports Cherokee Accounts, Returns for Aug-Sept

  Will forward account of delivery of Cherokee goods according to the treaty. Has forwarded returns for August and September to the War Department with records of Quartermaster stores.

  Commission for Purchasing Powder

  Following a reference to a shipment of military stores to Governors Island, Stevens notes that the Secretary of the Treasury has ordered that he should be awarded a commission for purchasing ten stand of powder. He should be awarded the same commission as Mr. Delafield who made a similar purchase. It appears that the box of arms from Springfield has arrived in Philadelphia.
