Supported the formation of a standing army for superior defense of the U.S. Reference Roman military and Ceasar. Lists salaries of various officers and educators along with cost of building schools. Advised capitalizing on the current state of peace as a time to construct the necessary systems to support the nations defense.
Williams has received from the Superintendent of the Armory the plans, and request for materials, for buildings he wants erected immediately. The Superintendent wants to erect two one-story shops with an additional shop for fixing tools. Williams recommends erecting one two-story building for the same purposes which would result in great savings. If the armory is contemplated as a permanent establishment, Williams thinks Hodgdon should come to view the ground and make the necessary arrangements.
