Suspension in Filling Vacancies
Major General Alexander Hamilton indicates that he is confused regarding the filling of vacancies caused by staff appointments or other reasons. Are these vacancies never to be filled or will they be filled at a later date? Letter addressed to the Secretary of War. -
Compensation of Judge Advocates
The subject of compensation for persons acting as Judge Advocates has caused embarrassment, so Hamilton asks that definitive rules on that subject may be laid down. -
Organization of Individual Regiments
Routine instructions and correspondence concerning the organization of individual regiments. Notification that Capt. White acted as the Judge Advocate for all General Courts Martial held at the Union Camp, and White is curious if he can receive additional compensation for his services. Since no definitive rule was established, Hamilton requested McHenry's opinion. Cited allowances given for services performed for the War Department. -

In referring to David Austin, Hamilton asserts that enthusiasm is a very good thing but religious enthusiasm is at least a dangerous instrument so he refuses to authorize Austin's employment. -

Writes that a better person could not fill the job of clerk and store keeper at Harper's Ferry than George North, who is well-respected in Berkeley County. -
Intentions of Foreign Powers, Etc.
Answers to questions requiring knowledge of the intentions of foreign powers can only be guessed. If there is to be war, the exportation of offensive weapons should be forbidden. If there is peace the United States will not need them. The petition should be granted because the swords and muskets appear unsuitable for the naval service and they are not of the caliber used by the army. -

Establishes the regulations respecting the number of soldiers taken from the line and assigned to senior officers. -

Hamilton orders a delivery of wood to Union Camp. -
General Orders: Temporary Suspension of Recruiting Service
The Recruiting Service, respecting the twelve Regiments of Infantry and six troops of Light Dragoons, is for the present suspended. All officers assigned to that service will rejoin their Regiments. -
Clothing & Blankets for the Soldiers Under my Command
Enclosed is Major William Beall's certificate for military coats and blankets furnished the soldiers under Briscoe's command. Briscoe was induced to furnish these articles as a means of encouraging the recruiting business since clothing from the state could not be had. He is not sending vouchers for these articles since the certificate should be sufficient to show that the articles have been furnished. -

Responds to inquiry about site for a cannon foundry. Suggests Harper's Ferry as the most central location. Hopes to add his name to the recommendation forwarded to the President. -
Suspension of Recruiting Service
The recruiting officers for the additional regiments are ordered to their rendezvouses with the men they have enlisted while the recruiting service for the establishment will continue under the proper officers. Encloses a letter from Captain Walker K. Cole of the 11th Regiment, offering a resignation of his commission. -

Ordered all recruiting officers and their recruits to their "regimental rendezvouses" as following General Orders. Returns for clothing on hand requested, once he received this paperwork Hamilton will complete the task requested by McHenry. Enclosed Capt. Cole's resignation.
