Hamilton observes that it appears that the continuance of the recruiting service under Gen. Pinckney has proceeded from some misapprehsnsion of Hamilton's intentions but he has written the general on the subject. -

Notification of Payment
Simmons notified Leverett he would be paid by Nathaniel Brush, supervisor at Bennington, VT for the balance of rations, quarter master, and hospital stores furnished to the recruits under the command of Maj. Bruell and Capt. Woodward at Bennington. -
Remit Sum by Treasurer
Treasurer of United States to remit sum to Brush. Simmons requested Brush use money to pay William Leverett, late contractor at Bennington, Vermont. Money is to pay balance for rations, quarter master, and hospital stores furnished to the garrison under command of Maj. Bruell and Capt. Woodward. -

Simmons received account for supplies to garrison at Fort Johnson. Balance due Wheaton, to be paid to him by Robert Ball, his attorney. -
Request for Information Regarding Double Rations
Simmons requested to be informed on what steps were taken regarding the issue of double rations received by Col. Strong and Maj. Briell so that charges of the overdrawn rations could be deducted from the accounts by the Pay Master General. -

Applauded Chapin for his endeavors to stop the proposed visit to the Indians. -
Appointment of a National Printer
Discusses the legality of the President hiring a printer. He says that if a permanent, paid position serving all the government departments is contemplated, the position must be signed into law. Quotes the Constitution on presidential appointment powers; notes that if the documents printed by the man in question are supposed to carry the authority of the president and other government officials, he must be approved by the Senate. Notes that while the president and departments may use a common printer, he must be paid for work as a private citizen. Agrees on the necessity of having a printer to publish public documents produced by both the president and Congress, and notes that while the government will shortly move to Washington, no printer resides in that city. Recommends the passage of a law authorizing the president to appoint as necessary a Printer of the United States, to publish all public government documents, and to be paid either by salary or by the job (McHenry prefers the latter, as the former might encourage sloth). -

Convoy for General Wilkinson's Family
Hamilton informs McHenry that Gen. Wilkinson has requested a convoy to accompany his family on the gulf to ensure their safety. The Secretary of the Navy should be so notified.
