Simmons certifies that $182.00 is due Lieutenant Robert Rowan of the Corps of Artillerists and Engineers, being his pay from December 1794 through June 1795, to be transmitted to Thomas Overton, Inspector of Revenue at Fayetteville North Carolina.
In addition to including a muster roll of all his recruits, except those sent to West Point, Wadsworth notes that on his June muster roll he included a man sent in pursuit of deserters who was absent for such a long period that he himself was considered a deserter. He has been added to the current muster roll which should replace the one already sent. Sergeant Clark's expenses and his vouchers are also enclosed.
Hodgdon enclosed letter of request by William Clark for his daughter Margaret to receive a portion of his pay while he was in public service. Hodgdon authorized the advanced pay to Margaret.
Simmons certifies that $82 is due Paul H. Perrault, temporary engineer, Charleston, South Carolina, being his compensation from April 1794 through June 1795 but Simmons notes that he has rejected and disallows $445 in expenses as not being warranted or authorized by his instructions. Items include hiring of a servant to attend his horse, hiring of an office room, a chair purchased for his one use, payment of an assistant for writing services, and a bill of tavern expenses.
