Wolcott discusses the case of Lieutenant Grayson who was advanced $150 for recruiting and failed to enlist recruits prior to his death. Captain Blackburn advanced him the money since Grayson obviously could not pay bounties without the necessary funds. When he died he was insolvent so it appears there is no way to recover the money.
Simmons certifies that $22 is due Henry Glen, being the amount of his account for storing shells and cannon balls in Schenectady from June through December 1795.
Simmons certifies that $10.74 is due Silvanus Washburn Jr., a private of Captain Donald Mitchell's Company in the Corps of Artillerists and Engineers at West Point, being his pay up to Oct. 6, 1795, the day of his death.
Pickering discusses the case of the late Lieutenant Grayson who was given recruiting money by Captain Blackburn but never acquired any recruits. It appears that Capt. Blackburn was justified in making the payment but Pickering challenges the actions of the accountant who seems to treat every man settling an account as a rascal.
